The Government of Rwanda and Anthropic, a U.S.–based artificial intelligence research company, have formalized a three-year memorandum of understanding to extend the use of AI across key national systems, including health, education, and public services.
The agreement, announced this week, builds on earlier collaboration and is Anthropic’s first official multi-sector government partnership in Africa.
Under the new MoU, Rwanda will integrate Anthropic’s AI tools, such as Claude and Claude Code, into public institutions to support the government’s development priorities.
This includes training and capacity-building for developer teams in ministries and agencies, provision of API credits, and practical workshops to help embed AI safely and effectively in government systems.
A major focus of the collaboration is to apply AI toward improving national health outcomes, specifically Rwanda’s accelerated plans to eliminate cervical cancer ahead of global targets, strengthen malaria control, and reduce maternal mortality.
The Ministry of Health will work with Anthropic to explore how AI can augment existing health programs and service delivery.
The MoU also codifies an earlier education initiative launched in late 2025 that supplied 2,000 Claude Pro licences to educators and introduced AI literacy training for public servants.
As part of that effort, a Claude-powered learning companion called Chidi has already been deployed in Rwanda and seven other African countries to support teaching and learning.
Paula Ingabire, Rwanda’s Minister of Information, Communications Technology and Innovation, described the partnership as an important phase in the country’s AI strategy, emphasising the alignment of the technology with Rwanda’s local context and development goals.
Rwanda has been steadily positioning itself as a leader in digital transformation and AI readiness, embedding advanced technologies into national development policy and public sector innovation.
The latest MoU with Anthropic reflects this trajectory and highlights both countries’ commitment to harnessing AI for socio-economic progress.
